Licensing Errors Since Installing Ops Manager

I have recently installed Operations Manager 5.8.3 and properly registered it to my vCenter server.  Since then, I have been unable to add any license keys of any kind in vCenter.  The error is always as follows in vCenter:

In /var/log/vmware/vpx/vpxd.log I see the following error:

I've noticed some other similar issues in other threads, but none that refer to an inability to install any licenses, and none that seem to have a definitive solution.  If someone can point me in the right direction here for a resolution I would appreciate it!
